Envocore delivered a large-scale lighting modernization project for the Library of Congress, upgrading and retrofitting over 69,309 fixtures with energy-efficient LED technology and installing advanced network lighting control systems across three downtown Washington, D.C. buildings. The project improved lighting performance while supporting long-term energy savings in one of the most historic and sensitive environments in the country.

The Library of Congress (LOC), located in Washington, D.C., serves as the research library for the United States Congress and functions as the de facto national library of the United States. It also oversees copyright law through the U.S. Copyright Office and houses the Congressional Research Service.

1. The Challenge:

The Library of Congress is the largest library in the world and houses millions of valuable and sensitive materials—including books, photographs, manuscripts, films, maps, and more. The Library needed a high-performance lighting upgrade using modern energy-efficient technologies, while working through complex scheduling and security challenges due to the nature of the facility.

2. Project Background:

With support from an Energy Savings Performance Contract through a major national Energy Service Company, the Library of Congress chose to upgrade its lighting systems and implement networked lighting controls. The goal was to deliver a high-performance lighting upgrade using the latest energy-efficient technologies—while meeting the requirements of a highly secure, schedule-sensitive environment.

3. Envocore’s Solution:

Envocore completed a comprehensive lighting upgrade that included:

  • Upgraded or retrofitted 69,309 fixtures with new LED lamps or fixtures
  • Replaced existing 25-watt T8 fluorescent tubes with high-quality, mercury-free LED lamps rated for 50,000 hours and backed by a 5-year warranty
  • Installed Lutron network lighting control systems (Quantum and Vive) across three downtown Washington, D.C. buildings
  • Captured additional savings through a first-of-its-kind integration strategy
