The U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy recently issued funding opportunities for Federal agencies to use to advance energy efficiency, resilience, and security of their operations.
The program titled, “Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2020” will provide direct funding to Federal agencies for energy and water efficiency projects and processes, aging infrastructure, and deferred maintenance and repairs.
The plan is to help enhance energy efficiency goals at Federal facilities, while also creating much needed jobs for those in construction, building trades, and other related sectors.
To help improve the impact of AFFECT 2020, Federal agencies will leverage energy savings performance contracts (ESPCs) and Utility Energy Service Contracts (UESCs) with energy service companies.
ESPCs allow Federal agencies to reap the benefits of energy savings and facility improvements without up-front capital costs or special appropriations from Congress. This results in significantly reduced energy and operating costs while advancing Federal sustainability goals.
Requirements for AFFECT 2020 Funding
Submitted projects to AFFECT 2020 must provide valuable impact in terms of energy cost savings, enhanced resilience or improved energy or cyber-security. They should also present a plan for replication across the agency’s enterprises and/or a case study development for replication across U.S. government sites.
Selected projects must leverage performance contracting to enhance Federal agency goals at critical sites, as well as address the issue of older, inefficient infrastructure.
